Methodology and limits
- Dates are submission dates, not acceptance dates. Under the ordinance (Sec. 32-509.02(2)(e)), what counts is when county staff accept a filing for quality-control review, which happens after the initial fees are paid. The county permit portal shows when a plan was submitted but not when it was accepted. Some filings show "Awaiting Fees".
- What is counted: filings submitted on or after Jul 15, 2026 for data center development or an electric substation public facilities review. These are final site plans (by-right) and special use permits, rezonings and proffer amendments (legislative). Site plan revisions, building permits, studies and waivers are not counted.
- Square feet are summed only where a figure is published: county GIS planned gross floor area, or the application as reported. Filings without a published size count as filings but add nothing to the square-foot total.
- Excluded items:
- Baseline: the county data center dashboard listed 15 pending data center campuses (Sep 22 reporting; planned GFA total shown above). Three of them (Digital Gateway North and South, Compass) are void. The Circuit Court ruling took effect Sep 15, 2025 and was affirmed by the Virginia Court of Appeals on Mar 31, 2026. The county layer cites a Court of Appeals order dated Jul 29, 2026.
- Key dates: The Planning Commission first heard the amendment on Jul 15, 2026. That hearing was redone because some public notice materials did not include its time and place. The properly noticed hearing was Sep 9, 2026, when the commission recommended a 120-day window. The Board adopted the amendment 8-0 with a 90-day window on Sep 22, 2026 (Ord. No. 26-67). The window closes at 11:59 PM on Dec 21, 2026.
- Not included: applicant names and megawatts, which are generally not published. A data center plan whose description does not say "data center" may be missed until it appears in county GIS.
